New Jersey alone added 6,600 non-citizens to its voter rolls between June 2023 and June 2024 because of a technology glitch at the DMV. Virginia put 4,500 more on the books in 2025. California managed 1,500 during the 2018 midterms. In Iowa, 35 non-citizens cast counted ballots in the 2024 general election.

And on the same day those numbers hit print, Kamala Harris stood in front of a Detroit NAACP audience and called removing ineligible voters from the rolls "cheating."

Reuters published its investigation on September 23 under the headline "Thirty thousand mistakes. How red and blue states added non-citizens to the US voter rolls." The report found that more than 30,000 self-declared non-citizens were added to voter rolls across a dozen states since 2000, driven by software glitches and clerical errors at DMV offices processing driver's license and state ID applications. The states span both parties — California, Illinois, Iowa, Nevada, Ohio, Oregon, Pennsylvania, South Dakota, Texas, Utah, Virginia, and New Jersey.

The mechanism is the motor-voter system created under the National Voter Registration Act. When a non-citizen applies for a driver's license and answers "no" to the citizenship question, the system is supposed to stop the registration. In state after state, it didn't. Foreign passports and foreign birth certificates weren't properly flagged. American Samoa nationals — who are U.S. nationals but not citizens — were incorrectly registered in some states.

Don Palmer, a Heritage Foundation senior legal fellow and former Trump-appointed Election Assistance Commission chair, told Reuters that "driver's license agencies often make mistakes" and identified DMV errors as the "primary issue" behind non-citizen registrations.

Now here's the timing. Harris, speaking at the NAACP event in Detroit, told the crowd: "They are cheating by purging voter rolls. So, we say as leaders then, to vote, not only must you register to vote, check your voter registration status to make sure you haven't been purged from the rolls."

She went further: "They've been cheating out there; they've been purging voter rolls."

Then she added the line that will follow her: "They're trying to take our tools — but, we are a creative people — and we know how to fight."

Our tools. She called non-citizens on voter rolls "tools." She said Republicans were trying to take them away. And she framed the entire exercise of removing ineligible registrations as an attack on her party.

Polling from the same week shows 83% of Americans support voter ID requirements, and 84% back proof of citizenship for first-time voter registration. Harris isn't just out of step with Republicans. She's out of step with the country.

The Reuters investigation went out of its way to note that 30,000 errors represent a small fraction of 170 million registered voters. That framing is doing a lot of work. Thirty-five non-citizens voted in Iowa's 2024 election. Iowa. A state where statewide races have been decided by fewer votes than that. The margin doesn't have to be national to matter — it just has to be local.

Harris could have said the system needs better safeguards. She could have acknowledged the Reuters findings and called for bipartisan reform. She didn't. She called cleanup efforts cheating and told her audience that the people doing the cleaning were stealing Democratic "tools."

Six thousand six hundred non-citizens in New Jersey. Four thousand five hundred in Virginia. Thirty-five counted ballots in Iowa. And the former Vice President of the United States just told a room full of people that finding them is the problem.
