Giovanna Mercedes Moreno Occhipinti is 32 years old, holds dual citizenship from Venezuela and Italy, and was working as a teacher at a school in Elgin, Illinois. She is also charged in connection with a triple homicide.

ICE arrested her on May 13. It wasn't the first time they had to.

According to the Department of Homeland Security, Moreno Occhipinti allegedly drove two gunmen — Ricardo Granadillo Padilla and Edward Martinez Cermeno — to the scene of a shooting on December 2, 2024, that left three people dead and five more injured. She wasn't a bystander. She wasn't in the wrong place at the wrong time. She allegedly provided the transportation for a mass shooting.

Then something remarkable happened. The Cook County State's Attorney's office decided not to prosecute the suspects. Not Moreno Occhipinti. Not the gunmen. Nobody.

Three people dead. Five wounded. And the county attorney's office looked at the case and said, "Pass."

Both gunmen — Padilla and Cermeno — were eventually deported. But Moreno Occhipinti stayed. She stayed in the country, stayed in Illinois, and somehow ended up in a classroom in Elgin, teaching children. The standard defense from sanctuary advocates is that local law enforcement shouldn't be doing the federal government's job. Fine. But the Cook County State's Attorney didn't just decline to cooperate with ICE — they declined to prosecute the case at all. The local system didn't hand her off to the feds. It didn't even try to hold her accountable under its own laws.

ICE had to come back and do what Chicago wouldn't. DHS confirmed the re-arrest and the underlying charges. The federal government picked up the pieces because the local government threw them on the floor.

Three dead on December 2, 2024. Five more shot. The alleged getaway driver released. Then hired to teach school. Then re-arrested by federal agents who shouldn't have had to make a second trip.

Every parent in Elgin is asking the same question right now, and it's not a complicated one: who else is in the building?
