Nikki Floris told someone she was "running a shadow government." She wasn't joking. She was a deputy assistant director inside the FBI's Foreign Influence Task Force from mid-2019 through mid-2022 — the exact window when Hunter Biden's laptop was surfacing, getting buried, and getting lied about to the American public.
Now she's been charged with lying to Congress about it. So has her colleague.
Floris and Bradley Benavides, who served as section chief of the same task force from mid-2019 through the 2020 election, were both hit with federal charges for making false statements to Congress, according to a Justice Department affidavit dated October 20. The charge is specific: both testified under oath that the Foreign Influence Task Force was not involved in the Hunter Biden investigations. FBI Director Kash Patel said flatly that "documentary evidence, contemporaneous communications, and witness accounts contradict their testimony."
The task force they ran — the FITF — has since been dismantled. But during its operational years, it sat at the intersection of everything the FBI touched regarding foreign influence and election-year narratives. The laptop, which contained evidence of Hunter Biden's questionable overseas business dealings while Joe Biden was vice president, landed right in that lane. And according to federal prosecutors, Floris and Benavides knew it.
Patel didn't mince the stakes. "Lying to Congress by senior FBI officials strikes at the heart" of institutional accountability, he said, making clear the Bureau under his leadership intends to hold its own people to account. That's a sentence that would have been unthinkable three years ago, when the FBI's preferred method for handling internal misconduct was reassignment and a pension.
Floris's attorney responded that she "served our nation as a dedicated FBI intelligence officer for nearly 20 years." Twenty years is a long time. It's also not a defense against perjury. Benavides's legal team has not commented publicly.
The laptop story broke weeks before the 2020 election. Social media platforms openly admitted to suppressing it. More than 50 intelligence community alumni signed a letter calling it Russian disinformation. The FBI — the agency that had possessed the laptop since 2019 — said nothing to correct the record. Now we know that inside the Bureau, the task force specifically built to handle foreign influence operations was involved with the investigation the whole time, despite two senior officials swearing otherwise under oath.
That's not a bureaucratic mix-up. That's a coordinated decision to mislead the people's elected representatives about what the FBI knew, when it knew it, and who was working on it — during an election.
Floris served through mid-2022. Benavides was gone after the 2020 election. The task force no longer exists. The charges arrived in October 2026. Six years from the lie to the indictment.
